black flag resynced frametime regression 4090 4k120

tested the resync build on my 4090 at 4k 120hz and the frametime graph looks like a seismograph during naval combat. frames just tank hard whenever heavy fog and storms hit the jackdaw deck. dx12 flip model still forces fullscreen borderless latency even with exclusive fullscreen toggled in the ini. the stuttering is completely unacceptable for a 2013 engine refresh.🎮 Assassin's Creed Black Flag Resynced · 6.2
